This study aimed to characterize the morphometric and hydrological aspects, as well as the main uses of water resources in the Upper Mortes River Basin (MT) – BHARM, in order to support water resource planning and management. To achieve this, a survey of the legal and regulatory framework was conducted, along with the systematization of technical studies, morphometric characterization of the basin, analysis of historical precipitation and streamflow series, formulation of the climatological water balance, and evaluation of surface water resource uses based on official data and geoprocessing tools. The results demonstrated that the BHARM has an elongated shape and a low propensity for widespread flooding. Hydrological analysis revealed a well-defined seasonal behavior, with an average annual precipitation of 1,794 mm, a positive annual water balance, a water surplus between December and April, and the highest water stress in September. Water availability was characterized by the long-term average flow (Q_MLT) and the 95% dependability flow (Q₉₅), highlighting the Cumbuco River as the main contributor to the Mortes River flows among the analyzed tributaries. A predominance of water withdrawals for irrigation was observed, mostly concentrated in the Chapada dos Guimarães geomorphological unit, particularly in the municipality of Primavera do Leste (MT). It is concluded that the study consolidated a technical baseline for the BHARM, providing inputs for water resource planning, management, and regulation. This contributes to strengthening the management instruments established by the National Water Resources Policy and shows alignment with Sustainable Development Goals – SDGs 2, 6, 13, and 15 of the 2030 Agenda.
