Access to education is important for migrants and refugees because it affects their integration into the new Society. Since many of them had their experiences and expectations interrupted in their countries of origin, the support provided by public educational policies becomes relevant for restoring their condition of humanity. The State of Mato Grosso has been a destination for individuals and migrant families in recent years, which has generated demands regarding the organization of school attendance. The presence of migrant children and adolescents became a topic of discussion in the State Education Council and influenced the drafting of Normative Resolution 002/2019 CEE/MT, applicable to the State Education System. The objective of this dissertation is to analyze this resolution in order to highlight the meanings produced in the normative text as an educational public policy directed toward the migrant and refugee population in the State of Mato Grosso, as well as to understand the discourses that traverse the state imaginary and constitute the ideological foundation regarding these subjects. Since this study was conducted within the scope of the Graduate Program in Letters, the assumptions of French line Discourse Analysis were adopted, along with the developments that occurred in Brazil through the studies of Eni Orlandi. Therefore, Discourse Analysis is Applied as the analytical method, a theoretical framework that problematizes processes of signification and their historicity. The analyses showed that the resolution revisits, through discursive paraphrasing, discourses established in the 1988 Federal Constitution and in the Child and Adolescent Statute, mobilizing meanings of humanitarian reception, the centrality of children and adolescents, civic and capitalist formation, while at the same time producing a discursive shift in relation to xenophobic meanings and a stigmatizing discursive memory circulating socially. Moreover, within the scope of the analyzed resolution, Brazilian Portuguese is established as the main instrument for inclusion and access to the right to education, and the absence of the term “refugee”, although the normative text emerged under conditions shaped by the demand of this group in the State of Mato Grosso, may reinforce inequalities linked to the social vulnerabilities to which the discourses of refugee subjects belong.
