RESUMO:
The study area corresponds to the district of Cumbuco in the municipality of Caucaia, with a focus on environmental elements (dunes, beaches, lagoons and rivers). The general objective is to evaluate tourism activities in the coastal area of the district of Cumbuco, identifying: environmental characteristics; actors, agents and networks of relationships between social groups and socioeconomic indicators. This is a qualitative research that initially follows the logic of exploratory research, combining theoretical basis, description of concepts and interaction with the research subjects and their environment, to develop ideas for solving the problem. A bibliographic and documentary survey was conducted, as well as interviews with the agents producing the coastal space, enabling a comprehensive view of the theme and the phenomena under analysis, together with field research to record images and recognize the area to describe the elements that constitute the natural environment of Cumbuco. The environmental units diagnosed in the district of Cumbuco are the perennial lagoons and rivers, coastal plateaus, fixed and mobile dunes, beaches and ocean, these environments are used for tourism. The mobile and fixed dunes cover 60% of the study area. The fields of fixed dunes are covered by vegetation, with underground water potential. The beach strip corresponds to a gently undulating flat sandy/sedimentary surface with direct influence of the actions of the tides and waves, making the environment unstable and being used for leisure, sports, beach huts and restaurants and kitesurfing. The Cauype River runs through the district and flows into the sea, and it has several perennial lakes, such as: Parnamerim, Damião, Banana, Tapacau and Caucaia, totaling 5,655 km. The inclusion of these social actors, such as major representatives of real estate developers, changes in the urban morphology of the area and the degradation of its natural bases, has made this place a territory of permanent disputes and conflicts over access to and use of land that no longer belongs to traditional communities. Given the above, the result of a set of socio-environmental conflicts driven by environmental degradation and the subordination of the local population in relation to large enterprises mediated by the logic of global capital. With this, it is understood that, under a dialectic of nature, the reported scenario and social relations begin to acquire other meanings, among them: Residents and remnants seek to adapt to new opportunities; however, the work options and new development models adopted for these areas are unable to accommodate a significant population of residents, and are far from fully valuing nature. Thus, we are faced with a research object full of contradictions due to the economic, cultural and environmental value that surrounds it, demonstrating its singularities. The study made it possible to highlight the advances and transformations that have occurred in the district of Cumbuco after the implementation of tourism activity over the last four decades. Cumbuco is the main tourist destination in the municipality of Caucaia, due to its natural landscape with beaches, lagoons, rivers, dunes and the practice of water sports such as kitesurfing and surfing. There are hotel enterprises, such as: inns, hotels, resorts, restaurants, high-end residences and several gastronomic establishments: restaurants with international cuisine, pubs, bistros, coffee shops, private clubs.
