RESUMO:

Environmental conferences have played a central role in the discussion and proposal of initiatives related to environmental policies worldwide, particularly since the Stockholm Conference, held in 1972, when concerns about the finiteness of natural resources intensified. In Brazil, the United Nations Conference on Environment and Development, held in Rio de Janeiro in 1992 (Rio-92), stood out for the significant participation of organized civil society and contributed to the expansion of environmental plans, programs, and policy instruments in the subsequent period. In this context, environmental conferences have become consolidated as strategic instruments of participatory governance and federative coordination, constituting institutional spaces for debate, deliberation, and consensus-building between the State and civil society. However, a gap still remains between participatory deliberation processes, regulatory formulation, and the effective implementation of environmental public policies. In 2025, the 5th National Environmental Conference (CNMA) adopted “Climate Emergency: The Challenge of Ecological Transformation” as its central theme, with the purpose of supporting the implementation of the National Policy on Climate Change. In this regard, Chapter I of this study sought to analyze the participation of the State of Mato Grosso in the 2025 CNMA, assessing the alignment between the proposals presented and the challenges faced by the state in implementing environmental public policies. Chapter II examined the challenges related to the organization, structuring, and engagement of municipalities in the participatory governance process associated with the 5th National Environmental Conference. The analysis was further extended, particularly in Chapter III, to the National Environmental Education Policy, considering the role of education in the development of citizens committed to socio-environmental issues. The methodology adopted was participant observation combined with qualitative and quantitative analysis. The results showed that, although the legal and institutional framework related to environmental policies has advanced over the past decades, its effective implementation still requires greater financial investment, strengthened administrative capacity, and improved coordination among different levels of government and society. Nevertheless, environmental conferences constitute important democratic forums for discussing and deliberating on environmental and social issues relevant to communities, thereby contributing to the strengthening of participatory democracy and to the expansion of dialogue between public authorities and civil society. In this process, environmental education assumes a structuring role, particularly when guided by a critical, continuous, and transformative perspective capable of fostering social participation and a deeper understanding of the relationships among society, the environment, and public policies.
