RESUMO:

The 2020 COVID-19 pandemic imposed transformations on educational systems, requiring the adoption of emergency strategies to ensure the continuity of school activities amid physical distancing. This qualitative research, designed as a sociotechnical case study with a cartographic approach, investigates how the Municipal Department of Education of Sinop, Mato Grosso do Sul, responded quickly to the educational challenges posed by the pandemic by implementing Emergency Remote Learning (ERE). Generalized symmetry was adopted as an analytical principle, and supported by the assumptions of Actor-Network Theory (ANT), developed by Bruno Latour (1996, 2000, 2001), Michel Callon (1986, 1991), and John Law (1992); Fenwick & Edwards (2010), which connects ANT to educational contexts, among others, this investigation understands educational reality as a tangle of associations between human and non-human actors. In addition to ANT, the theoretical contributions include studies on Digital Technologies (DT) by Warschauer (2006) and Barton and Lee (2015). The empirical corpus consisted of interviews with managers of the SME and the Municipal Technology Center (NTM), a semi-structured questionnaire administered to nine English teachers from the SME/Sinop/MT, and official documents and decrees. The general objective was to understand how the SME/Sinop sociotechnical network was formed during the pandemic. The specific objectives aimed to identify the actors that influenced this network, map the relationships and negotiations established, and analyze the material practices that contributed to its stability or fragility. The results indicated that the pandemic acted as a mediating and catalytic actant, mobilizing local management and policies, educational regulations, and digital resources, in addition to causing shifts in teaching agency. The establishment of the SME/Sinop network during the pandemic was marked by innovative local strategies, such as the rapid municipal regulation of the ERE (Emergence Remote Learning), and the pragmatic articulation of humans and technological devices. The SARS-CoV-2 virus, digital technologies, NTM/Sinop, and public policies were co-authors in the reconfiguration of the teaching-learning process during the pandemic in municipal schools in Sinop, Mato Grosso. It is concluded that understanding these sociotechnical networks can provide insights for the development of more responsive public policies, aiming to democratize access to DT in challenging educational contexts.
