Literacy; Public Policies; Teacher Training; Right to Learning.
This master's dissertation, developed within the scope of the Graduate Program in Education (PPGEdu), of the State University of Mato Grosso (UNEMAT), Research Line "Teacher Training, Pedagogical Policies and Practices", Study and Research Group on Teacher Training, Management and Educational Practice (GEPOFE), presents as its main objective to analyze the continuing education offered within the scope of the "National Commitment to Literate Children" (CNCA), articulated with the Reading and Writing in Early Childhood Education Project (LEEI), during the year 2024, in the municipality of Mirassol D'Oeste/MT, with a view to understanding how the continuing education strategies of these programs were formulated and implemented in the municipality. The CNCA is the newest public policy, implemented nationwide, which seeks actions to overcome non-literacy in the early years of elementary school. The research methodology was based on a qualitative approach, with descriptive and interpretative analyses of the information generated using instruments such as questionnaires to characterize the teachers and semi-structured interviews conducted with four teachers from Pre-K II classes (5-year-old children) to gather information on the ongoing education initiatives implemented. The research showed that, in the opinion of the interviewed teachers, the LEEI-MT Project provided participants with specific studies that focused on the peculiarities of the literacy process, including reflections on the need for meaningful planning, with teaching sequences based on readings or topics of interest to the children. However, we emphasize that daily contact with reading and writing practices, even in Early Childhood Education, needs to be thoroughly developed, respecting the multiple dimensions that must be considered at this stage of Basic Education, related to the comprehensive development that every child is entitled to.
