THE FINANCING OF EDUCATION AT THE STATE LEVEL OF RONDÔNIA AND MATO GROSSO AND ITS APPLICABILITY IN THE VALORIZATION OF TEACHING PROFESSIONALS

The text of the dissertation with the title: THE FINANCING OF EDUCATION AT THE STATE LEVEL OF RONDÔNIA AND MATO GROSSO AND ITS APPLICABILITY IN THE VALORIZATION OF TEACHING PROFESSIONALS, makes a study on the financing of basic education with data from these two states, both with regard to financial behavior, as well as data concerning the valorization of education professionals, using studies referring to the national professional salary floor, and the remuneration of these professionals, in the territories of Mato Grosso and Rondonia. It analyzes how the remuneration has behaved within the respective careers. It compares this reality between the two states and points out the remuneration conditions in both Mato Grosso and the State of Rondônia. It also highlights the importance of supervision and social control over the application of public resources in education. It uses the information of SIOPE (Information System on public budget in education) made available by FNDE ( National Fund for the Development of Education) to investigate and analyze the financial investments in education in these two states, and the resources destined to the remuneration of these professionals. The primary destination of Siope is society, as it allows to subsidize the definition and implementation of financing policies aimed at promoting educational inclusion, equal opportunities, equity, effectiveness and quality of public education, in addition to giving access to any citizen to data and information on the resources invested in education in the country, thus strengthening the mechanisms of legal and social control. Most of FUNDEB's resources are intended for the remuneration of teachers, which allows to improve the structures of their careers, primordial factors for improving the student value and respectively the educational quality and the valorization of its professionals, however, the financing values invested in education, in relation to the gross domestic product (GDP) that according to the legislation should be at least 10% are not yet considered and applied, therefore, the values per students invested, are not sufficient to guarantee equity, quality and appreciation of education professionalsthe educational quality and the appreciation of its professionals, however, the amounts o
