This is a Critical Environmental Education research, whose general objective is to analyze, based on Paulo Freire's Theory of Dialogical Action, the programs, projects and Environmental Education actions developed in the municipality of Cáceres within the scope of the Cáceres Recicla Program – Law 2.367 /2013. Among its specific objectives, it presents, based on the vision of collectors of recyclable materials (research subjects), the main challenges and possibilities for overcoming the carrying out of Environmental Education activities related to selective collection. The research problem addresses questions about the challenges and possibilities for overcoming them regarding carrying out Environmental Education activities to implement the Cáceres-Recicla Program. This is a participatory and descriptive research, with a qualitative approach, which uses bibliographical review, documentary survey, semi-structured interview and holding a Dialogue Circle as information collection methods. For data analysis, we used Paulo Freire's Theory of Dialogical Action, considering as categories of analysis two fundamental elements for Freire's thought, limit situations and the unprecedented-viable. In the theoretical framework, we discuss Environmental Education in Brazil, the foundations of Critical Environmental Education, the relationship between Critical Environmental Education and socio-environmental waste management and the social function of collectors of recyclable materials. Data from the bibliographical review and documentary survey reveal that despite the set of standards that regulate the carrying out of Environmental Education activities as a fundamental issue for the success of the National Solid Waste Policy, there is still much to be done, especially in matters relating to meet the demands of collectors. Likewise, the semi-structured interviews and dialogue circles highlighted the urgency for the public authorities and the entire community to understand the socio-environmental importance of the work carried out by collectors of recyclable materials. They presented as challenges low pay, high worker turnover in organizations, precarious working conditions, lack of public awareness, exposure to hazardous waste, constant risk of accidents, including during collection activities, when on trucks, lack of of personal protective equipment, lack of recognition by the population, difficulties in accessing health services, lack of logistics and infrastructure, neglect by authorities, lack of training regarding Environmental Education activities and selective collection. The dialogues gave us the opportunity to identify their interest in actively participating in both the decision-making spaces within organizations and the political deliberation spaces that concern them within the public sphere. As proposed by Freire's pedagogy, the unprecedented and viable desired by collectors of recyclable materials in Cáceres-MT is an urgency that arises from the historical materiality of the subjects of this research, as is the example of what we carried out in the Dialogue Circles that dealt with the accreditation process together to the Pantanal Water Authority, it was the collectors who identified the limit situations and presented proposals for overcoming them committed to promoting their well-being.
