FINANCING BASIC EDUCATION IN THE MUNICIPALITIES OF MATO GROSSO AND THE PRIVATIZATION PROCESSES OF MAINTENANCE AND EDUCATION DEVELOPMENT RESOURCES
This paper aims to "Analyze the financing of municipal public basic education in Cáceres and Cuiabá, state of Mato Grosso, between 2017 and 2020, having as central aspect the expenditure on Education Maintenance and Development (MDE) with the private sphere". It is intended here to have an understanding of how the expenditure of resources from the municipal sphere with the private sphere is made, showing all individuals and legal entities that have received some MDE resource. With a qualitative and quantitative approach, the research was based on document analysis - reports available on official websites such as the Court of Auditors of the State of Mato Grosso, the city hall transparency portal, the Official Electronic Journal of the Municipalities of Mato Grosso and the Budget Information System Publics in Education (SIOPE); data on government management, composition of municipal councils and party affiliations were collected on the website of the Regional Electoral Court of Mato Grosso. The historical series from 2017 to 2020 was established to work with a full mandate of municipal management. There was an inconsistency of data between the supervisory bodies, the posts in official journals, the SIOPE reports and the forecasts in the budget laws. Finally, the partial results indicate that even with the resources having their destination established by the Federal Constitution, the resources are often spent on other services not provided for by Law; privatization through non-essential services is evident through the privatization of management, curriculum, structure, systems and supply. Not conclusively, it can be inferred that the expansion logic of large capital has changed spending on education, enabling the creation of an educational market and the weakening of the State's historical place in the provision of educational, public and quality rights, from the perspective of the transfer of resources for the generation of profits to the private sphere.
