RESUMO:

Smart cities are cities that are dedicated to urban development and digital
transformation involving sustainability, economic, and sociocultural aspects in a
planned manner. They are the result of a demand from society, since with the
increasing growth of the urban population and the increase in life expectancy, cities
need to be more efficient, accessible, and sustainable. According to the Connected
Smart Cities Ranking (2023), among the 100 smartest and most connected cities in
Brazil, only three cities in the state of Mato Grosso are found, namely Cuiabá, Lucas
do Rio Verde, and Primavera do Leste, occupying positions 25th, 88th, and 99th,
respectively. The state has great potential for intelligent transformation and
improvement of municipalities; however, it is necessary to foster an environment of
innovation through public policies that converge to become a smart state allied with
sustainable development. The objective of the research was to identify an overview
and the position of the state in the main rankings on the subject in Brazil, in addition to
producing a conclusive technical report for the State Secretariat of Science,
Technology and Innovation, proposing the adoption of indicators based on ABNT NBR
ISO 37120 and good practices that evaluate the development of cities in the State of
Mato Grosso as Smart and Sustainable Cities. A narrative, qualitative and systematic
bibliographic review was developed, based on scientific papers, articles, case studies
and multidimensional ranking platforms for transformation and continuous
improvement for cities in the State. It is concluded that the research analyzed the
potential for the development of Smart and Sustainable Cities, highlighting challenges,
opportunities and good practices to promote sustainable development.
