RESUMO:

This study assesses the smart city maturity of Sinop, Mato Grosso, with a focus on technology transfer applied to urban planning and housing policy. The research departs from the observation that existing international and national frameworks — ISO 37120:2018, ISO 37122:2019, and the IDSC-BR — present significant applicability constraints when used in Brazilian medium-sized municipalities with agro-industrial economic profiles, either due to the unavailability of data at the municipal scale or to contextual misalignment. To address this gap, the ICS-MP (Smart Cities Index for Medium-Sized Municipalities) was developed: a composite instrument comprising 25 indicators distributed across five weighted dimensions — Governance and Institutional Capacity (20%), Housing and Land Regularization (25%), Urban Planning and Land Use (20%), Sustainability and Urban SDGs (20%), and Innovation and Technology Transfer (15%). The matrix was constructed through simplification, substitution, and addition movements relative to the source frameworks, and content-validated by a panel of specialists using the Delphi technique. Indicators were screened against the quality criteria established by Guimarães (2018) for the IBMCCI model, which serves as the structural reference for this dissertation, resulting in the consolidation of official public data sources — IBGE, MUNIC, SNIS, IDSC-BR, PDET-MTE, and municipal legislation — capable of ensuring comparability between Sinop and seven municipalities of similar socioeconomic profile: Lucas do Rio Verde, Sorriso, Primavera do Leste, and Rondonópolis (MT); Palmas (TO); Rio Verde (GO); and Dourados (MS). The study is classified as applied research, predominantly quantitative in nature, with a complementary qualitative approach in the matrix validation stage, and with descriptive and comparative objectives. Results position Sinop at the Advanced maturity level (ICS-MP = 60.5), identifying the dimensions of greatest relative weakness and providing the basis for strategic technology transfer guidelines aimed at improving urban and housing governance.
